The equation of a circle:

[tex](x-h)^2+(y-k)^2=r^2[/tex]

(h, k) - a coordinates of the center

r - a radius

We have:

[tex](0,-5)\to h=0;\ k=-5\\r=2[/tex]

substitute

[tex](x-0)^2+(y-(-5))^2=2^2\\\\x^2+(y+5)^2=4[/tex]

Answer: c. x^2 + (y +5)^2 = 4
