b. The pH will be less than the pKa of hypochlorous acid.

Explanation;

pH = pKa + log(ClO-/HClO)  

pH = pKa + log(0.15/0.20)  

pH = pKa - 0.125  

Thus;

pH will be less than the pKa of HCLO
