why did the Allies attack civilian and Military Targets in Japan

At the time it was  already obvious that the Allies would win and it was only a matter of time till Japan surrenders. However, the Japanese were not ready to surrender, and the only other alternative that the Allies had was to lauch a land attach, which would result in even more casualties. So the Allies attacked both civilian and military targets in Japan  to avoid even more losses
