[tex]y = - 2x + c[/tex]

Substitute (3,-1) in the equation

[tex] - 1 = - 2(3) + c[/tex]

[tex]c = 5[/tex]

Therefore the equation of the line is

[tex]y = - 2x + 5[/tex]
