10x-9y=46. Equation 1
-2x+3y=10. Equation 2

Equation 2 should be multiplied by 3

-6x+9y=30

So,

By eliminating y component we get,

4x=56

X=14.

Substitute in equation 1.

Y=1.444.

Hope it helped you
