Well Copper (ll) Sulphate is formed through an ionic bond. And an ionic bond is formed between a metal and a non-metal. Sulfate (the non-metal) takes two Cooper (the metal) atoms and gains a negative valence charge, when Cooper losses two atoms, it gains a positive valence charge :)
