Air masses take on the characteristics of their source region. Air masses over large areas of similar temperature and moisture content. If the source area is moist the air mass will be moist. In the case of the North Atlantic and the North Pacific you have large areas of cold water, so cold and moist. This produces air masses that are also cold (cool) and moist.
