I don’t know what you are asking help for but I think you want to know what to plot.
So basically you already know the time(year) is the x-axis and the number of participants is the y-axis. I will help you with the first one. Take the 3 on the x-axis as a starting point and follow that particular line all the way up to 22, you should get the coordinates (3,22).
