To find how many parts of something there is in a larger number, you will have to divide it. Basically, this problem asks you to divide 7/8 by 1/16.
7/8 * 1/16
(7*1)/(8*16)
7/(1/2)
7*2 / 1
14
Hence, there are 14 16ths (or 1/16) in 7/8.
