The curve of intersection of a plane and a cylinder can be a circle or ellipse. It cannot be a parabola.
The only straight lines on a cone are the ones that are the lines through the a.pex revolving around the axis of symmetry. There are no parallel lines, so a rectangular cross section is impossible.
