Answer:

Well, we can't outright ban alcohol, since that's already been tried with prohibition. Plus, laws don't keep everyone from doing something. The best bet would be to start gradually making the alcohol less and less alcoholic, until it's pretty much what you'd find at a college party in a small town.  People might get mad, but that might be the only way to do it.
