The Bacon Rebellion was the first rebellion in the American colony. The main motivation was the increase in fees and the suspicion of corruption. The Stamp Act Congress, on the other hand, was a discussion about the imposition of the obligation to apply an official stamp on the correspondence, which increased the expenses of the settlers.
