One could infer that the author is satirical, due "Satire" is the genre that uses humor, irony or exaggeration to criticize social vices, in order to highlight certain issues requiring attention.

We could also assume the author is a comedian trying to introduce a controversial subject making it appear nonthreatening, thus the audience can deal with the issue easily and efficiently.
