the restrictions are the values tha tmake the denomenators 0

if I understnad correctly, we have[tex] \frac{ \frac{x+1}{x+9} }{ \frac{x}{x+4} } [/tex] which simplifies to [tex] \frac{(x+1)(x+4)}{(x)(x+9)} [/tex]
denomenator is x(x+9)
set to zero to find restrictions
x(x+9)=0
set to zero
x=0
x+9=0
x=-9

restrictions are x≠0 or -9
