This is a word problem signifying an algebraic expression.

Translating this to mathematics:

[tex] 16x - 4 = 208 [/tex]

add 4 to both sides.

[tex] 16x = 212 [/tex]

divide 16 to both sides.

[tex] x = \frac{212}{16} [/tex]

this is:

[tex] x = 13.25 [/tex]
