It could be said no extrict characteristic might guarantee a good leader but a member of the congress should be energetic to be proactive and visionary in order to set goals and achieve them. Another good characteristic could be self-confident, knowing that he/she can handle the position. that person should take responsibilities and be able to judge sensibly and according to each situation and lastly, he/she should be decisive to decide priorities and make difficult choices.
