The policies that signaled the United States was shifting away from being a neutral country was The Destroyers-for-Bases deal and the lend-Lease Act.

The Destroyers-for-Bases deal was the policy wherein the United States Government provided Military Ships to be sent to the Great Britain to aid the country, while the Lend-Lease Act gave help to several countries with regards to the vital defense of the United States
