Because he was a Frenchman

William the Conqueror was a Norman which means that he was French. When he conquered Britain in 1066 after the battle of Hastings, he still ruled over mostly Anglo-Saxon people who didn't like a foreign king to rule over them. Later his popularity grew as he implemented new policies and modernized Britain.
